The Indian Boiler Regulations, 2026 consolidate these certificates under a renumbered set of forms. Until your boiler inspectorate confirms the form required on a specific job, buyers and inspectors still refer to the 1950 names — Form III-A for pipes and Form III-C for flanges and fittings — and Teshi Group issues the certificate in the form prescribed at the time of supply.

IBR in 2026: the current rules

RegulationsIndian Boiler Regulations, 2026 — published in the Gazette of India on 1 October 2026, replacing the Indian Boiler Regulations, 1950
RegulatorCentral Boilers Board (Ministry of Commerce & Industry, DPIIT); Technical Adviser (Boilers) is its Member-Secretary
Scope“Boiler components” include steam piping, feed piping and any mounting or fitting subject to pressure above 1 kg/cm² gauge
InspectionInspecting Authority — the state boiler directorate (in West Bengal, the Directorate of Boilers) or a body recognised by the Central Boilers Board
International codesMaterials and designs to ASME, BS, EN, DIN and JIS can be accepted under the regulations, certified through the Inspecting Authority

Who needs IBR material

Any pipe, flange, fitting or valve in a boiler, steam pipe or feed pipe within the scope of the Boilers Act, 2025 must be made from acceptable material and supplied with a certificate of manufacture and test endorsed by an Inspecting Authority. That covers power plants, captive and cogeneration plants, sugar, paper, textile, food, chemical and refinery steam systems across India.

Lines outside that scope — utility water, air or low-pressure services — usually do not need IBR certification. Your plant's boiler inspectorate decides the boundary.

What a Form III-C certificate records

  • Maker's name and works
  • Description, size and rating of each fitting or flange
  • Material specification and grade
  • Heat / cast number and identification marks
  • Chemical analysis and mechanical test results
  • Hydrostatic or other tests where required
  • Signature of the maker and countersignature of the Inspecting Authority

Who can sign IBR certificates

An Inspecting Authority — a state boiler directorate or a body recognised by the Central Boilers Board — verifies manufacture and tests and countersigns the certificate. Makers recognised by the Board as a Well-known Steel Maker, Tube Maker, Foundry or Forge can certify their own material on the relevant form; other makers' products are certified through the Inspecting Authority.

How Teshi Group makes and certifies IBR material

Step 1

Order review

Confirm IBR applicability, design pressure and temperature, material grade, size, rating and the Inspecting Authority named in the order.

Step 2

IBR-acceptable raw material

Forging bar, billets, plate or pipe bought with mill certificates acceptable under IBR (Well-known Steel Maker or Inspecting Authority-tested material), recorded by heat number.

Step 3

Manufacture

Forging, heat treatment and machining to ASME B16.5, B16.47, B16.9 or B16.11, with the heat number transferred to every piece.

Step 4

Inspection and testing

Chemical and mechanical tests, hardness, dimensional inspection and NDT as required, witnessed and verified by the Inspecting Authority.

Step 5

Stamping and certificate

Each piece is hard-stamped and the IBR certificate of manufacture and test is signed by Teshi Group and countersigned by the Inspecting Authority.

Step 6

Dispatch

Material ships with the IBR certificate, EN 10204 3.1 mill test certificates and the dimensional report, traceable piece by piece.
